There are usually 2 baggers and one that carries them out to my car.

Normally I would agree with the second answer but I live on a military base in Japan and shop at a commissary where a lot of the food is cheaper than at Walmart. Then they add a 2% fee at the end and you have to tip the baggers. Here they are either Japanese people or teenagers.

Personally, I'm not going to shop where I have to tip the baggers. It's unfortunate if their not paid minimum wage, but with the high price of groceries the employers can afford to pay them.

It's expensive as it is for families with children to afford groceries, let alone having to tip the bagger?
