I am looking for a single word that describes shiny flakes of paper that are filled up in balloons at parties; and when the balloons are bursted, they shower out at people.

It's confetti!

Small pieces or streamers of colored paper that are scattered around during the course of festive occasions.
Confetti is made in a variety of colors, and commercially available confetti is available in imaginative shapes. A distinction is made between confetti and glitter; glitter is smaller than confetti and is universally shiny, whereas confetti is usually not shiny.
