Astringent and toner are basically the same things. Their main ingredient is generally alcohol. So, while this may temporarily remove the oil from your face, it may stimulate your pores to produce more of it. Always use a good moisturizer, as this can make a world of difference with any skin type.

i have also oily skin, astringent and toner have both alcohol component. astringent has stronger alcohol compound , while toner has mild alcohol compound. astringent is used or applied in the face, you must need to apply whitening cream and sunblock. astringent can whiten your skin, be sure to apply sunblock if you're going out. toner can be applied after bath, and no harsh ingredients, just put a little powder to your face if you go out.

Use a mild foaming soap, then use a non-alcoholic toner. You can find one online or go to a health food store and dig around in their health/beauty department. A mild scrub would help the oiliness. You can mix a tablespoon of olive oil and a tablespoon of sugar and exfolliate your face twice a week. It's natural and lowcost. Best of luck to you!
