The legislative counterfeiting process is when the minority party introduces a really good bill, which the majority party refuses to pass out of committee. Then the majority party introduces essentially the SAME bill so that they can claim credit for the good bill.

I think they use the color photocopier, like other counterfeiters, except it's the one in the senate offices.
