A foreman directly supervises a construction crew. He is most likely someone who worked his way up through the labor ranks.
A civil engineer is involved with design. At the construction site, the civil engineer is involved in inspection or planning but does not exercise supervision over construction crews.

A civil Engineer is one who designs, Constructs and works with things that pertain to the infrastructure of a city in general terms.
A Foreman is a boss on certain types of jobs, usually involved with building trades. Similar to a Lead Man or Supervisor, except he works right along with the crew, keeping everything going smoothly.
