I want my customer to select the phone keys to place an order. What language the programme should be written in. How could we connect remote telephone to our server.

There are ready-to-use [with some customization ofcourse to meet your business need] software available inn the market. If you hire a software programmer to do this job for you, you might end up coughing out more than buying it off the shelf. Good luck with your business.

There are several tools to help make your program recognize touch tones. The first question I'd have is what platform you're developing against? Assuming that you're developing for windows, Microsoft has a development library called TAPI (Telephone Application Programming Interface) that helps create teleprompt applications.

The one caveat is that there is a steep learning curve to TAPI. However there is help available. A number of third party vendors create tools that simplify or wrap around TAPI, making it easier to use for most cases. I would recommend looking at Exceletel because they support a wide variety of languages. If you need help developing your application, let me know.

I cant remember the name of the package but there are telephone packages out there that can auto answer with menus for whatever you want to configure. They run on a computer, and they have built-in DTMF decoders in them. Just call someone that sells POS software and they should be able to help you.
