I was surprised that no one has mentioned it, but what about Iraq? Right now there are usually 50 or more murders a day. I shouldn't have just mentioned one country. I believe he's the ruler of this world right now, 2 Corinthians 4; 4. However, all the time , there are certain hot spots around the earth, such as Sudan, Thailand, Afghanistan, and others besides Iraq. Bad things are happening everywhere, but whenever a bad situation escalates, it can cause mass murder, genocide, rape, revolution, etc....2 Timothy 3; 1 -5 explains what people will be like in the last days and the Devil only encourages this behavior with his media such as movies, books, internet, tv. and the list goes on.

Who knows? But anyone that says a particular place based solely on current occurrences and not past events would need to explain why there was not evil before the current incidents. Therefore you will need to find somewhere that throughout the history of the earth has had approximately equal levels of evil & has consistantly been the worst.

I personally cannot think of any place that would fit this.
