She's got muscle mass instead of fat mass.
A pound of fat takes up a lot more space than a pound of muscle. A person with low body fat percentage can weight more and be in a smaller dress size than someone with a high body fat percentage.
The key isn't to have a proper weight, but rather a proper body fat percentage. That's what I hate about the BMI and other height-weight charts -- they simply guess at body fat percentages and are definitely wrong for athletes.

It could be any number of reasons. It may be to do with how she carries her fat. If she carries it around the hips, butt and boobs, but has a thin waist, she may appear to weigh less. Also she may have a heavier frame or a higher muscle mass, which is causing her to weigh more, but still look relatively slim. As longas her body fat percentage is below 30% and her waist measurement is less than 32 inches, she is fine. HTH : )
