If two vehicles,(one car and one suv) both at a different end of an intersection, in any one city, are both waiting for the green light,
and one (the car ) in in fact in a position to turn left, and is both waiting and signalling to turn left, it is likely they'll both get a green light at the same time? Is it not illegal for them both to pull out at same time, in which case the car has to wait for the suv, consequently? Is not the suv driver in violation?

Ok, the one turing left had a green light. the suv went straight. So the one that wanted to turn, had to wait. Do these details help?

Unless the driver in the left hand storage lane (turning left) has a "green arrow" light, the car making the left turn has to yield to the vehicle continuing straight through the intersection. So in your scenario if I picture it right, the car must yield to the SUV that is going straight.

I'm not sure I understand your question, but I think you are asking about one car going left and one going straight.

The car going straight has the right of way. Yes, often times both cars will get a green light and the people turning left have to wait. But most new streets that are crowded are designed with their own left hand lane, so that they never have to wait.

SUVs are a type of car. If one of the vehicles is turning left they have to yield to traffic going straight unless they have a green arrow to turn.

If they are both turning to thier left and they both get a solid green light they can both pull a few feet into the intersection and turn to each of their left, with the blinker on. If both get a arrow turn signal they both can turn.
