It means that the moon is positioned somewhere between being between the earth and the sun (new moon) and perpendicular to this position (half moon).

My dad believed if a crecent moon was at an angle where it could hold water, we would get no rain.
Yes, he was raised on a farm.
Anyway you have gibbous, crecent and waxing and waning moons. A waxing crecent I think occurs before the full moon. A waning crecent occurs before a new moon. I think.
