Why not try a ground up rather than a top-down campaign (be an instigator, and be ready to get involved and serve!)
If you can be an instigator of fun things, getting fun people encouraged to start fun things, you might be more successful than doing it from the top down.
Find out which people would be interested in organizing something, find out who would give it the ok, and then learn from those that do the organizing. Let them mentor you by serving them and watching.
Pot-lucks, special cell groups (maybe for a video series, study topic, cooking groups, sports groups etc), work-bees (decorating, maintaining, building, re-arranging, etc), group outings (camping, RVing, quadding, special speakers at lodges).
Lots of people might be interested in organizing something if they knew they could!
Just be the guy that makes it ok to could, and learn.

You could try this:
Get Everybody in the Building to sit down and Read the Bible for One Hour.
All will become More Spiritual, All will have More of GOD Flowing Through Them----with more of GOD Flowing Through Everybody at One Time in One Place---I would Think that would Help Run the Devil Off.
No Devil----Know Peace and Life and Fellowship, In the Lord.
