yes I would. Millions of soldiers need money for the proper training and equiptment to keep their asses alive while they fight for your country, weither you agree with the reasons of war or not.

Absolutely. With that kind of capital available there would be someone willing to try to steal it. Maybe some cartel types would try and take it by force. I'll have a boatload of mercs waiting for them.
I would fund technology to build practical electric cars, deport ALL illegal immigrants, fund job location programs for all CITIZENS, launch all of our nuclear waste on a rocket and sent it to the sun, and buy western Montana and turn the whole area into a wildlife preserve. And all this would be a tax write off!
Then I'll build my own Starbucks and get my ash taxed for business expenses.
