Well, actually I've heard the expression long before Bart Simpson ever was broadcasted (Ay, caramba!), so I think it must be older than 15 years.

LOVE your avatar. It looks like a young John Lennon. I have been saying that expression for as long as I can remember and I am 57. To you that probably seems ancient...therefore, it must come from the cavemen!!!
Bart Simpson came along MANY years after this saying ,believe me.

Although the obvious answer is from Bart Simpson, it sounds like something from the 60's and 70's.
