It isn't "polar bears" it's just "bears".
There a joke about how Southern folk in the USA won't give you a simple yes or no to a question but instead will answer by asking a question back that has a yes or no answer. Such as "Do chicken have lips?", "Does a bear sh** in the woods?", "Is the Pope Catholic?". The joke goes on to say that sometimes they get the questions mixed up and will ask "Is a bear Catholic?" or "Does the Pope sh** in the woods?".

It is a rhetorical question that is used to answer a question with an obvious answer, like "can pigs fly?" Obviously, NO!

The actual saying is "Does a wild bear **** in the woods?" which is a scatalogical way of saying yes to something. In GTA, they joke is that they keep saying it wrong.
