There is a product called AmLactin 12%. It's available at the pharmacy. It's a skin-smoothing and moisturing lotion that helps the texture of your skin. It makes it drier at first but then you really see a difference.

I also have dry skin on my legs from the knee down. I use a product called Moisturel. You can get it in Shoppers Drug Mart, or Pharma Plus. You could try a small tub (cream, not lotion). If you like it Pharma Plus will order big tubs of it 450 g for about $24.98.....I actually get two tubs at a time and they last me six months. It was recommended to me by my Dermatoligist and heals and protects dry skin. I put it on after my shower on my legs and also good for elbows and upper arms too. You can use it anytime you want, of course.
If that doesn't work have your family doctor recommend a Dermatoligist because if you have excema you may need a prescription for that situation.

I live in the desert and I used to be afflicted with scaly skin, but no more!
First, mix sea salt with a jar of coconut oil (unrefined is better). Use this scrub on your body every day in the shower...scrub then shave (if you shave) or it is going to hurt. lol
Then, when you are out of the shower, use coconut oil as a moisturizer. Don't use to much because a little goes a long way and you don't want to leave coconut prints everywhere you go, but use it. Coconut oil is *fabulous* for the body both internally and externally. I do this and I have baby smooth skin AND I smell nice!

Johnson Baby Lotion used daily after a shower. Don't use regular soap, substitute a moisturizing cleanser in the shower.

It seems like your legs loose moisture fast, try using Vaseline right after you get out of the shower and apply while your legs are still wet, this should hold in the moisture.
Furthermore, make sure you are not a diabetic. This usually one of the symptoms.

you may have spot of very dry skin try usein a scrub to remove the dry spots. then cover with lotion

Your skin looks likes scales, but if you use a microscope, they don't. Be happy that you have moist, and dry-free skin because people wish for that, especially I do!
