To be a "flake" means to be insubstantial, lacking substance, particularly mental substance.

It is also used by many ignorant and unenlightened people to describe others who don't subscribe to their narrow minded way of thinking.

like if you flake out on your friends... you tell them you're gonna be somewhere and you never showed up.. so you're not reliable.. just an example
