So as not to scare the children. Would you want little jr. to have to witness old and marge's breasts hanging down to her kneecaps? He could be scarred for life after something like that.

I think ghosts likely manifest in the same sort of way that the person appeared while alive. They may be "afterimages" of the person, in a matter of speaking. (Similar to how if you rerecord over an old cassette tape, some of the original recording still can be faintly heard during periods when the newer recording is silent.)
So, unless you have a ghost who belonged to a nudist colony while alive, you're not going to have many streaking spirits.

When we see ghosts, the last memory they have at death is what they portray. They can block memories of their death through pain, and that is why they appear to us. Some don’t remember dying, and live down as normal. Some seem to know, but need to be released. Talk to them like a normal person and ask them questions like do they know that they died. And are they stuck here for a reason. Then notice things that might get stuck in your head like a calendar date or family picture. You might not like a room in the house or area. And piece it all together and give them that information back. Like the toilet is cold or scary. The picture of a man draws your attention. The number 19 sticks in your mind. This could mean he died in a toilet on the last day he remembered. Or a favorite family picture you like, seem to draw you. Maybe his family dead over the years or with him when he died and he can’t find them and is still looking. Maybe his family is still alive and he wishes to say sorry, or I love you, or the money is under the floor boards. My friend when I was a child had her grandfather materialize in the TV scene and they had a photo to prove it. I found a friend dead in his kitchen and dream of him a week after. He wanted his brother to have his money under the floor boards in the kitchen. When my cousin died of brain chumor. I found out before it was told to me; as he said tell mum it wasn’t her fault, and that I love her. Every one can help at some time and little things like this can help too.

Why do they show hair? or Eyes? Or hands if it's spirit energy?
Ghosts show themselves how they want... if I had to guess it is probably because that's the outfit they died in. Not too many people die naked... that would be a little embarassing. haha

Only christians see ghosts dressed. They have always been so upright and ashamed about the human body so they have to clothe it.
You said it, they are spirits from our body....therefore they are not physical. No need for clothes 'cause you will never see a body only the energy from it.

Ghosts are not really in spirit form. Ghosts are astral projections of people who are unable to move on to the next dimension or plane of existence once they die. They have not accepted their deaths, or have something they feel the need to prove before moving on.

ok, so if you didnt know who the ghost belongs to, would you see it as someone who knows it very well? would it have long hair? etc...
i believe ghosts are only in the mind of the one who knew them....
the desire of someone to see can sometimes be strong enough to convince(fool) the mind...
i was watching discovery last time and a hiker was lost, he was looking for his car and tent so he could call 911 because he left his brother with a broken leg somewhere...
he was very happy at one point because he really saw the shape and color of his car and tent. then collapsed when he realised he was just imagining it...(the story had a happy ending)
point is... there are no ghosts...

The Ghost and or Spirits I seen Had no Clothes, that I can see, they were either grayish see through broken up, or completely white and glowing shadow.
I think it depends perhaps on the individual, we all may see them in different stages.

Ghosts appear as they remember themselves. Hence, if you see a ghost wearing glasses, the spirit doesn't have eyes so doesn't need glasses, but the soul remembers the glasses and manifests them.
