I think it comes from the GPWS but i'm not sure.
And what does minimums mean?
Like if you were in the flight deck for a landing you would hear your altitude being said out in incriments of 100, so it would be like this:

Hmmm but they already have auto spoilers
it probably means slow down while your in the air because you're coming too quickly for your approach. maybe

For fliying in instrument conditions, or in the clouds with very little visibility pilots must fly what are called instrument approaches. Each approach specifies an altitude at which, if you don't see the runway, you must perform a missed approach, or "go around" which means to climb back up to a safe altitude. Retard probably means retract in this case and most likely the FMS (Flight Management System) reminding the pilot to retract the landing gear in order to reduce the drag to perform the climb for the missed approach.

Usually apply to reducing the throttles if they are not at minimum yet, maybe for auto-spoiler deployment. Hence the command to retard the power. And minimums probably meant that it had touch down on the ground. The height readout seems to be a countdown to the ground level.

"Retard" means to make something go slower. So that is probably the time when they are supposed to put on their brakes and stop. I am just guessing but sounds good!
