Absolutely, but I would substitute the water with beer. But, I like a good beer batter on everything. Well, not fruit. :0)

Absolutely!

1/2 cup flour
3/4 teaspoon salt
1/2 teaspoon baking powder
1 egg, well beaten
1/2 cup milk

Above is a typical batter for pancakes. It is also the recipe for onion rings (see the link below). I've used this before and found it to be great. If you want to be even more crispy, try shaking the onion rings in a cornmeal batter. Mmmmm...delicious.

FRIED ONION RINGS

1 1/2 c. beer or milk
1 1/2 c. pancake mix
3 lg. yellow onions
3-4 c. shortening

Whisk flour and liquid together in a large bowl. Cover and let batter stand 3-4 hours at room temperature. Peel onions, cut into thick slices. Separate rings and set aside.
Heat shortening to 375 degrees. Dip rings in batter and fry in the hot fat, turning once or twice, until golden. Transfer to a paper lined dish to drain. Keep warm in oven until ready to serve.

pancake batter (per se) might have sugar in it, but it may be puffier than you want.
Here is a really simple alternative: Beer plus flour (and salt, pepper and red pepper) till its the right consistency. Yum! I use this beer batter for chicken too.

In theory, yes. I think it would requie a little bit of ice water.
