Do you need a passport to drive to Canada, or just a driver's license and/or birth certificate?

Diver's license and birth Certificate are fine.

Car Rentals are the Rental Company Policy. Most have a subsidiary in Canada, and allow it. Especially those close to the boarder. However, the starting point regulation is that you have to let them know that your intent is to bring the car into Canada. You need to ask the companies when booking. Here is a sample.

Valid drivers licence and Birth certificate (together) will get you across. As for the car rental you have to declare it with the car rental company. The boarder guards will on let you across if your rental agreement with the car rental agency clearly states that.

You can still drive into Canada and back into the U.S. with just a birth certificate and ID, but that's going to change in 2008, if the law doesn't change before then. (Flying will change in 2007.)

As for driving a rental, that's up to the rental agency.
