that is a hard question that can not be answered with fact, just opinions. here is mine.

I dont really think he does. i dont see it as that detailed, i have raised children and as a father i think i see how g-d sees us. we are his children and he lets us make mistakes, even though it pains him, for we will not learn without them.
if all was per known and pre destined we would be robots, G-d does not make us robots, we have choices, he gives us all the opportunities, but does not make us choose the right ones.

The rational and to some of us painfully obvious answer is that gods or devils do not really exist. Pain and suffering happen because the universe is utterly unconscious and incapable of caring; it's only matter and energy, except in the extremely rare circumstance of humans and some other mammals which, because of evolution by natural selection over millions of years, have developed enough intelligence to be able to care about other individuals besides themselves (and caring about other members of one's social group has survival benefits, so it remains in the gene pool).
Your second-to-last sentence unfortunately reveals that you suffer from bigotry towards unbelievers. You've probably been brainwashed your whole life by whatever church you go to and have not heard any differing opinions. Here's some info that may interest you: 99% of prisoners are highly religious and 90% of scientists are non-religious. If that conflicts with your stereotype that most unbelievers are evil, congratulations - you've just learned something new.

God did not create rapistsand murderers, what he created was perfect and then sin entered the world when Satan tempted Adam and Eve. Up until then, man had a choice to live in perfect harmony with God forever.
Because of sin, man has separated himself from God, however, God is a gracious being and will forgive the rapists and murderers if they repent of their sin and accept Jesus as Saviour and Lord. By the same token He knoews your heart an knows if you are truly sorry. So you see, even criminals can have salvation by the Grace of God.

Firstly one has to appreciate that God loves us so much that he was prepared to sacrifice His only Son, Jesus (who had no sin) in order that our sins could be forgiven. Jesus took our place on the cross. Now that is not just the sins of every Christian but the sin of the entire world and for all time.
There are "born again" believers in this world who have murdered and raped, and because they have truely repented for their sins, believed in Jesus and surrendered to God they have been forgiven their sins and now rejoice in their salvation praising God as they share the blessing with others.
Conversely, there are those who are basically "good people" and yet do not have a revelation of God's love in their hearts and the security of knowing with certainty that they are heaven bound. Some of these people will be regular church goers.
It is not our relative worth, our inherent goodness or our deeds that secure our salvation in Christ, but it is Christ in us, His goodness, purity and righteousness that is gifted to us by God's grace and our faith. The Bible tells us that there is nothing that we can do that is good enough to earn our place in heaven, it has to be by the gift of life throught the sacrifice of Jesus for our sins.
Back to your question, why does God make bad people? The bottom line is that evil entered this world in the Garden of Eden and has not left. It will not leave untill it is finally destroyed on the Day of the Lord.
Our objective in this life must be to fill that God sized hole inside of us with Jesus and to keep Him there and in so doing, keep the enemy at bay.

Isn't God allowing mankind to suffer, cause our original parents, adam and eve, chose to disobey him and be independent of his requirements. If he had destroyed them and the serpent at the very beginning, then all the other angels watching might have wondered if God's way is the right way. After 6000 years of conflict, terrible catastrophes, merciless wars, different forms of government that have failed to protect their people from hunger, crime , corruption, disease, etc... don't u think God has made his point?
Jeremiah 10; 23 " I well know, O Jehovah, that to earthling man his way does not belong. It does not belong to man who is walking even to direct his step.
The latter part of Ecclesiastes 8; 9 " during the time that man has dominated man to his injury."

God created us not to be robot, when he created Adam and ave he put the Tree and he said do not eat the fruit from that tree. So its up to us whether we obey him or not.
He loves to know that we love him and recognize him as God and not control by him.Like you want your girl friend to love you and not force by you.
We have the freedom to choose what we are going to do but if we make mistake he will still forgive us. God loves us all thats why he give his only son to redeem us again. So its up to us to receive him or not. Jesus said I'am the way the truth and the life no one cometh to the father except through me.
If your body needs food, so as your spirit needs spiritual foods by reading and go to church to hear the word of God...
So if the spirit dont have the word of God then its dead so thats why many people cannot recognize that there is God because their spirit is dead. Thats why God said we need to be born again (spiritually) not naturally.

God made everyone in His own image, but when sin came into the world, we all became dirty. Everyone has a purpose on earth, though. Those who are rapists and murderers might turn their life around on down the road and be one of the greatest Christians ever known to man. Such was the case with Paul. He was known throughout the biblical world as a hater of Christians and was feared for his slaughter of them. But, God completely changed his heart one day on the way to Damascus, and he became the greatest Christian missionary in the history of the world.
Good works also do not get you into heaven. All one must do is accept Christ. Now, if someone does rape, murder, etc. then he/she just misses out on the wonderful blessings God had planned for them. However, if they do do all those bad things as well as not accept Christ, then yes, they unfortunately will not get to spend eternity in heaven.
Everything is pre-known but not necessarily pre-destined. It's like being psychic. God knows that you are going to do something, but He is not going to stop you from doing it because either it will help us or teach us to learn from our mistakes. I may know that it is going to rain, but that does not mean that I control the weather and made it rain. Such is the same with knowing what will happen.

God knows that free will lead to not only some sinning, but ALL sinning. Just because you see some people that are really horrible means nothing. If God really does exist we all are horrible. We curse his name, shirk his laws, lie, cheat, steal, thats all of us now. He gave us the gift of free will so we could justify heaven, not earn it, but justify it. God created us to choose freely, he did not make those choices for us. Free will involves sin, thats , nature. Because God knows something does not mean he wanted it, free will is God saying we can do what he does not want us to do, this is incredible love!

Everyone can go to heaven, you don't know what truly lies in a persons heart or if they ask for forgiveness before they die. God allows even the bad things to happen because good will come of it. The act itself may not be good but what comes of it can be. I was raped, while it tested my faith (why did God allow this to happen, etc.) it essentially strengthened my faith and helped me learn to forgive. We don't see the bigger picture of things only God does and we just have to trust and have faith that God will work it all out for the best and He will.

So what you are asking is why does God permit sin. I'm not sure I can answer that, or that the Bible answers that but we do know for sure that He has permitted sin because it is here and God is committed to the removal of it, and the setting up of a kingdom where it will not exist.
