Any legitimate creditor can submit information the the credit bureaus. the must register with the bureaus before reports will be accepted. After that, the just send the info.

You have to get a Judgment against the renter. Very easy to do. Then file that Judgment w/ your county recorder's office - make sure the renter's date of birth AND SSN are on the Judgment.

Then, when the credit bureau's do "hard credit check", they scan the county recorder's office and then your Judgment will appear on their credit report.

Generally the landlords do not report directly. They would have to sell it to collections and the collections show up on it. I'm not sure that they can report your apartment/debt as though it was an "account" on your credit.
