forget the paper on the floor...take him outside to potty.
take him immediately after he eats, and immediately when he wakes up from sleeping. be consistant, patient, and give lots of praise when he does what he is supposed to do.
don't associate anything negative with this procedure. stay positive.
unless he has a medical condition, this should work over time.

Paper training can sometimes confuse a dog. I would suggest sopping up the urine and then placing the paper towel (sopped with urine) outside to show the doggy where to go. Make sure when you are cleaning up any doggy messes that you are using a good cleaner that removes the smell...ie - Natures Miracle is awesome.
Make sure you take your dog out as soon as he wakes, after a meal, after playtime, and stop water before bed. Are you crate training? This might work for you as well when you cannot keep your eyes on your pup.

Hi at a year old he should be house broken completely & should be going outside...to train him to papers is only further incouraging him to pee in the house...He should be taken outside at regular intervals to exercise him & get him to pee outdoors...urine can really make your home smell bad & it may not smell bad to you but after around 12 weeks of getting used to it you will not be smelling it but other people sure will...Regards Jake...

If you can't train your dog, try taking him to a professional dog trainer, maybe that'll help.

You zap him whenever you see him going to the bathroom where he isn't supposed to. If you catch him later, you rub his nose in it, yell NO and zap him. He'll get the picture pretty damn quick.
