Budgies can mate upon sexual maturity which can be as early as 6 months. Do not breed them until they are 1 year, though, because it is easier on the hen's body and the chance of being egg bound is less.
Get the breeding box set up about a month before you want them to breed because it will take some time for them to be comfortable around it before they use it.
Budgies like a rectangle wood box with the entrance hole on one side. Clean wood shaving are a good nesting material, but most budgies will throw it out. Make sure there is dip in the bottom opposite the entrance. Also, the top should have a lid so you can check on things.
This should get you started.
Good luck!

Budgies can mate at any time the best time is when they are over a year old. Females are ready to breed when their cere (the area above the beak) is a crusty brown. Breeding budgies sounds easy but it's really not, you'll need a big cage (18x30) and the box should be 6x8 inches.

Also they usually won't breed without a nesting box. A nesting box will promote mating. If you have enough time, money and room and really want to breed them then go on and I wish you the best of luck!

Get a nestbox when they are about 5 months old.
They breed straight away from leaving their parents at 7 weeks old but I don't let mine breed until they are 6 months old.

My budgies go in nestbox that are small, medium and big they don't care what they go in as long as its a nestbox
One of my budgie breed in a seed pot (dish)
I made nestboxes out of wine boxes and all sorts of thing that remotely resemble a nestbox They're not chosey.

They mate when they reach sexual maturity, around 2 or 3 years of age. It's very uncommon for them to mate in captivity. Good luck!

yeah, my birds were about 2-3, but they had no problem mating in front of us, guests, or any of their cage mates!

PetsMart has some, they just want a place where there babies will be safe and left alone.

Good luck.
