I would guess Florida because it has no real hills and all the rest is close to sea level (The closest it comes to having a hill is a mound of trash in a landfill in Dade County).
I am talking the whole state, not just a city (like New Orleans) or even just part of a city (like Manhattan).

Hawaii isn't anywhere NEAR in the running, folks, it has MOUNTAINS!!
The highest point in Hawaii is Mauna Kea reaching 13,796 feet into the sky.

Florida would be the first to be completely covered. The tallest point in Florida is only 345 feet high.
