I agree with cipher, it will happen when it happens, have him sit onthe potty after meals and naps, when he's been dry for awile, if he likes having stories read to him, do it while he's on the potty. I wouldn't use candy as a reward though not always a good idea to start bribing them for what we perceive as "good" behavior, it beomes expected and they could revert back if the reward is taken away. (not my personal experience but a friends) If you do want to reward him, when it does happen usually making a big deal out of it, a hug and "what a big boy you are" usually works.

You can't force it. When they're ready, they're ready. Use positive reinforcement, and make it a game. Always praise him when he tries, even if nothing comes out. Say something like, "Oh, great try Johnny. We'll try again later." When something does come out, you have to jump around and cheer like a lunatic and make a huge deal out of it. Don't ever scold him for not going, then you'll have to start all over, and it will be more difficult. Good luck.

Apparently his body is not ready for it. He needs to develop enough control over that area of his body before he can purposely put anything in the potty. Be patient, he do it when he's ready.

Make a box step stool that won't tip over. Put it in front of the toilet.
Have him go with Daddy, visuals are excellent for little boys. Moms have a very hard time teaching little boys to stand up and peep!
My son went in the toilet from day one with his Dad. It was great. You could toss a couple of cherrios in to see if he can hit them.

Just keep playing the "game." Sooner or later it will work right.
