I've been to Mexico City, and there are stationary stores -- so I am assuming this is not for personal use, and that you are looking for manufacturers so you can import or distribute product for the Mexican market (?).
Try the Thomas Register. It is also on line.

You could try Ebay, or you can also ask your local newspaper if you can make a deal with them for rubberbands -- they buy in huge bulk, so the price should be really low. Good luck!
