Yes, actually a large majority of 411 operators and some telemarketers are located in prison. As a government contractor working with the DOJ, I have found this answer on a project I'm working on. 411 subcontracts some of their work out to prisons which is scary with the related privacy issues. However, since 411 is a commercial entity their privacy policies aren't monitored and regulated like the agencies and departments of the federal government and their recent OMB memos.

Some prisions use the prisoners to do telemarketing calls as a way to teach them a skill and if you decided to buy what they were selling the would give you to a supervisor who is an employee of the telemarketing company not a prisoner. the prisoner never gets any of your personal information. I have never heard of 411 operators in prisoners

I would not be a bit shocked to learn that there are some located in prisons here in the US. I think job skills are a wonderful thing to be equipped with when released. I hope you are not upset by this.

No. They are phone company employees.

But if you call the North Carolina Tourism hotline, you will be speaking to an inmate at one of the women's prisons.
