That's a wink, as in wink, wink. ;-)
It's simply a semicolon with a dash and a parenthesis. It's not a key.

It is used to represent a Smiling face that is winking. (tilt your head to the left and it will be easier to see). People often use it to express how they are feeling for example happy :-)
