Yes, but the machines that make the huge globs of paint are very expensive to buy, you can sent you picture to printing places and have it done.
They also sell canvas paper that goes through a typical printer but it only puts down even coats of ink so it will not look like a oil painting.
I suggest using the latter option then touching it up with real oil paint.

There are canvas and canvas effect papers available for home printers.In order to print onto large canvas for stretching you need to have a special commercial printer. Many graphics programs such as photoshop have ways to edit photos to look more stylized and if you overpaint the canvas with a glaze or varnish of some kind you might be able to achieve an effect that looks like an oil painting.

You can get some special transfer adhesive made by Dylon.

Photocopy your picture, then spread the stuff on the print place on the canvas, wait to dry, clean paper off with a slightly damp cloth, then go over the transferred print with more of the solution, will look like an oil painting when dry.

You can get it from any good craft shops, like hobbycraft.

Full instructions on what to do are with the solution, you can also use it to transfer pictures onton T-shirts and the like.

You can do it yourself. Simply make a color copy of the photo to the size of the canvass upon which you want to mount it. If you want to paint the canvass behind the photo, you will need to cover it with a coat of acylic gesso first before applying the paint. Then you can paint the canvass to whatever color you desire.

If the photo has white edges you will need to remove them before adhering the photo to the canvass. A paper cutter will give you the cleanest edges. Spray the back of the image with Super77 spray adhesive and attach it to the primed and painted canvass surface.

Allow the image to dry thoroughly on the canvass surface. At the craft store, there is a product called acyrlic medium. Use the acrylic medium by applying it over the color copied photo to create brush strokes like you would see on an oil painting. It will give depth and texture to your photo making it appear like an oil painting. The image you use, however, will be the key to how authentic looking your results will be.

It is a fun project and you'll be pleased with the number of people who are fooled into thinking it is an oil painting.

Yes, I can do it for you.
Or you can try your self - Print as a giclee on canvas (many print shops do it) and them add some brash strokes your self. But if you afraid you cant much colors buy transparent varnish and when you go over with your strokes use a little bit paint and more varnish (better to mix 2 varnish for acrylics with UV protection - gloss and satin). When you done let it dry for couple hours and that's it - ready to frame.
