Yes; and I believe it doesn't have to be demineralized first, as distilled water by definition is water that has had virtually all of its impurities removed through distillation (boiling the water and re-condensing the steam into liquid water).

Yes. Though you wouldn't even have to have demineralized water, since the evaporation of water auomatically leaves behind the minerals and other impurities.
