I think you can take it to the post office. That's where I took mine. Check online, though. I'm pretty sure there is a list of places to turn them in. It'll be on the government's passport section of their website.

Most likely the Post Office, but, please call your neighborhood post office to check if they accept passport apps. Not all P.O.'s process passport apps.
