I think it just means they 'assume' you already know that you are, and do not realize that they need to tell you every so often.

That maybe you need a makeover! No I'm just kidding...I don't know, why don't you ask him. Have he every complement you before? You know some men start off saying all the right things and when they get what they want then they stop. Some men People! Don't start telling me that all men don't do that. I know all men don't!

either he doesn't think you are beautiful or he is a typical male that doesn't think about telling your or is to macho to tell you. Find you a man that does complement you and in the mean time read "He is Just Not That Into You"

It might mean that you're so beautiful that he thinks you already know and the last thing you want to hear from him is something you've been told a million times by some other boy. Maybe he's trying to think up different ways of complimenting you without going the obvious way.

It simply means he's just a man. Men don't usually think of giving compliments. I do agree with most of the other answers, he assumes you already know he thinks you're beautiful.

it doesn't necessarily mean anything. he may simply be uncomfortable with flattery like that. or he may think that you'll think he's being disengenuous. i wouldn't worry about it, but if you really feel the need to find out, just jump in his lap while he's on the couch one day, look deep into his eyes, and ask him, "Do you think im pretty?" and when he answers, say, "well why don't you ever tell me?" then he'll explain and you'll know. at least then you can work around it.

some people are not vocal about affections, they just aren't comfortable - you may mention you have a need to hear compliments or affirmations, might prompt him to be more in tune with your desires.

which man? all men? what's the relationship to you? and what is the context? watch the action of a man, not the fake flattery.

To me that shows no respect. That shows that he doesn't appericate you for who you are and the beauty that you have.
