I think I know what you mean, or at least I hope so. Is the dog dripping spots of blood of from her vulva? If she is, it means that she's in heat, and it is perfectly normal. However, you have to make sure that she is not around any male dog for three weeks.

The best thing for you to to do is make an appointment with a vet and have her spayed. Not only will you not have to deal with bleeding, you won't have to worry about unwanted litters, not to mention that it is is healthier for your dog and will lower her risk to several types of cancer.

I presume you are talking about a dog's heat cycle? Yes, it is normal. Their private area will be swollen and spotting blood. You need to keep her away from the boy dogs. Have her spayed and you will not have to worry about it.
