Its Phonetic
Its Lima
The idea of it is to ensure that when you are spelling something out over a phone line or radio where the reception is either unclear or broken, the recieving party gets the right spelling.
For example M and N can sound very similar, so you relate it as MIKE or NOVEMBER which makes it much more clear.

the language is Phonetic spelling each letter in a manner that if called across a radio with bad signal then if you only hear a small portion of the word you will be able to decifer the letter as none of the letter spoken in this manner sound alike hope this is what you were looking for.

The Phonetic Language (this is the English version) is used to spell out words or codes and was designed for radio communication. Some letters can be misheard over the radio eg(M,N) so different sounding words are given to represent them.(Mike,November) (L= Lima)
