I think the rational for this would be...is it ok for you to bleed????
Any blood any where is not good. If it is just a surface wound then you can clean it out and disinfect it (if it is deep it may require VET care). Sometimes gums will bleed when they are chewing (this can be normal) but also can mean there is a problem with her gum tissue/teeth.
If your animal is bleeding from anywhere else she needs to see a VET. Please take her in.

Ok in what sense?
If she's in heat, she may bleed (like a period spotting)
If she got a cut, then yes it's ok.
If she's bleeding from an other orrifice, take her to the vet.

I think it is ok to bleed - as long as you cut yourself. I mean, if you cut yourself and don't bleed - then, I would be kind of worried

If she hasnt been fixed and she is in heat yeah she is like a human and has that time of month to so yeah. If she isnt in heat then i would take her to the vet.
