The amount and distribution seems reasonable. The primary keys to a successful ad are 1) have a good copywriter create the ad. You want to ensure that you're getting the desired action (visit your website, call you, etc.). 2) ensure that you have a measurement mechanism. You need to ensure that you can track the response rate to this ad in order to determine how successful it was.

If the ad is just text then you need your words to really stand out and attract the eye of the readers. Have a look, and even talk to, some of the businesses that already advertise there and see what response they are getting.
Make sure the magazine is actually getting out to the 140,000 homes they claim. Is the magazine audited? If so you will be able to confirm these figures. If not you are only taking their word that they have those distribution figures.
I assume the magazine is free, which means a lot of copies might not even be read, so although $400 sounds reasonable you do need to be sure it's money that will work for you and your business. Good luck.

It would depend on the Real Chances of getting Real Business !!!! You Might be better off to use low cost small news paper to test the waters First. Ads are big money for Big Company's. You should never go over 2% of sales for AD 's
