What, exactly, constitutes being a "war horse"? How many starts, wins...etc??

A war horse is a horse that has been around for a long time & is not overly fast or talented but has had some moderate success & has not been bad enough to put out to pasture.

My interpretation of war horse is a race horse that knows when he/she is in a race. If a race is a battle this horse is a warrior. May not win always.. But gives it's very best every time.
