The Bible says do not judge others. A tree is known by its fruit. Thus if one were to judge, actions are the only way for a human who does not know the heart to judge. Praise God, we do not have that job. God knows the heart and the motives. Religions can be judged by their beliefs or doctrines because of the
Bible as the basis for all doctrinal belief. That is the way to know truth from error, by the Word of God. However, individuals within religions should not be judged by men for belonging to a certain religion. Perhaps they are living up to all the light they have been shown.

Actions.
One's actions are the manifestation of one's thoughts. We might think we think one thing but our actions would betray what we really believe.
On a practical level, I don't care if people don't like me as long as they are reasonably decent to me in behavior. I do the same thing - I try to be diplomatic with people I don't like or am angry at. I get better results that way. More understanding and easier to solve problems.

I have found that they go hand in hand. A person's actions, I think, are guided by their beliefs. You can see many, many examples of what I mean right here on this site.
