An emergency call from a Miss Roberts reports, "Help, we need an ambulence. There's been an accident off of I-40." The ambulence and cops arrive on the scene just seconds later. In amazement they stumble out of their cars to see that the car has blown up and there is debris and fire everywhere. Officer Billings immediately calls it in.
In the middle of the call-in a man comes struggling out of the mess.
Officer Billings immediately perpares to fire. Raising his arms in surrender he yells, "No, don't shoot!" At that remark, Officer Billings Fires and kills the man. Why?

Because he was waving a fire arm.
-the car has blown up and there is debris and fire everywhere-
you automatically assume the struggling guy who is coming out of the fire consumed mess, he is on fire too...
-Raising his arms in surrender yelling, "No, don't shoot!"
This motion requires the arms to kind of flail resulting in the man waving his arm which is on fire ....
get it??!! Fire Arm!!!

If i were a victim caught in an explosion and sees the police i'd say "help me" i'd only say "don't shoot" and 'surrenders' if i were the culprit. The police have sufficient reason to fire as i'm a potential highly dangerous criminal able to manipulate psychology and cause great destruction.

The man was on fire so he sprayed him with the fire extinguisher! lol But he died....probly from suffocation but at least thats a better way then burning 2 death!
