Mulligatawny is an Anglo-Indian dish very much like a soup. A literal translation from Tamil is "pepper water" ('Millagu' is pepper and 'Thanni' is water). Despite the name, pepper itself is not a vital ingredient. Rice and noodles are commonly served in the soup ; the real dish the Anglo-Indians call "pepperwater" is closer to Tamilian rasam (pronounced Russ-um) than mulligatawny.
Variations differ very much; Sometimes, the soup takes on a curry-like yellow color and is garnished with parsley and chicken meat, and is more soup-like, which takes on its Anglo-Indian adaptation to be a thick, spicy meat soup. This version has remained popular and is now available in cans in some stores.

This is what I put in it:
the carcass of a roast turkey, broken into large pieces
about 4 1/2 quarts (18 cups) plus 1/3 cup water
4 garlic cloves
three 1-inch cubes of peeled fresh gingerroot
1/4 cup vegetable oil
2 tablespoons curry powder
3/4 teaspoon ground cumin
2 large boiling potatoes (about 1 pound total)
4 cups chopped onion
3 carrots, sliced
1 cup canned unsweetened coconut milk (available at Asian markets,
specialty foods shops, and some supermarkets)
1/4 cup fresh lime juice, or to taste
1/3 cup finely chopped fresh coriander plus coriander sprigs for garnish
mm mm good, as campbells would say.

It is a type of Lamb/Rice stew. Kinda like a real thick beef barley soup.

The only time I've ever heard of it was from Seinfeld too. I just assumed it was a kind of soup.
