It all depends. Japan is generally the least expensive (NRT, more specifically), but I've seen cheap fares to South Korea (ICN).

From the USA the 3 cheapest palces are Japan, Korea, Taiwan. However, I have found that some carriers offer speacial deals that have the same price to fly to Bangkok, Philippines, Hong Kong as the connection to Japan alone (not sure why it is the same price as it is 5+ hrs longer!). Also - check out the national Asian carriers for discounts - like Eva Air (Taiwan), Korea Air, ANA, Philippines AIr etc. - sometimes they have discounts more than the US carriers (check out their websites for promotions)
