in countries like INDIA, it is a hell to seek justice.the whole legal system is rotten.if it is true that "justice delayed is justice denied" then there is no justice in such countries at all because the court cases go on lingering for decades.policemen, court clerks, vaqils and even some times judges, all are after money only.they harass the people who approach them for justice.can not we sue such legal systems or governments, who has failed in providing justice to common people?

By all accounts, India has one of the world's worst judicial systems. It's not that its merely corrupt, it's also glacially slow at deciding anything. Justice delayed is justice denied.

The only recourse is political, developing a grass-roots movement to throw all the incumbant politicans out of office, and impose dramatic, even revolutionary reform. Trouble is, the electoral system itself is rather rigged. Nonetheless, pressures are building at at some time the entrenched powers-that-be will have to institute reforms or face a progressively more restive populace.
