Yes, they are two different ingredients. Baking powder will leaven something all by itself - it contains two ingredients which react with each other (an acid and a base). Baking soda must react with something else in the recipe (usually not a problem), because it is only a base. You cannot substitute baking soda for baking powder. If you need to you take 1/4 of the amount of soda, and add 5/8 the amount of baking powder of cream of tartar.

They are the same thing... but not to be confused with baking powder!
Baking soda, also known as sodium bicarbonate or bicarbonate of soda is about four times as strong as baking powder.
