How long have you had your dog? On many cases it takes a great amount of time for an owner and a dog to develop communication and for the dog to learn what its owner wants. You might try something called the gentle leader. It is a halter type collar for the dog which gives you control of the head instead of the neck. When walking your pet, keep the lead short and keep your dog in line with you as you walk no matter how hard he pulls. Make sure to use the same words for the commands also. For example if you want him to stop, say stop every time, and not stop one time, stay another, or heal at another time.

The quickest and easiest way I have found to get my dogs to walk to heal is to find something that holds their attention (usually a nice tasty bit of food).
Hold it in your hand and show your doggie what you've got, once you have their interest stand up and keep the dog on a short lead at your side, with their interest on the treat they will keep their head up and be paying attention. Whilst walking forward, with treat in hand and dog at heal, enforce the "heal" or "close" command (whatever works for you).
You should find that this works quite quickly and it is not as stressful as some training techniques but I have found it works.
I recently got my Sister-in-laws "hyper" dog to walk to heal in minutes and she is just being "refreshed" once a day for about ten minutes.
So it can be done !!

I have three suggestions.
1) Get a halti. (I have two 70+ lbs dogs and wouldn't walk them without it.) It's animal and human friendly. They can be purchased on-line or at your local PetSmart or Petco.
2) Shorten their leash. I have one of the extend-ables (16') however, when we go for a walk. I don't give them the "extra" leash. If you find that your dogs still walks ahead of you (a sign they "think" they are the alpha in your pack) then extend the leash so that you can carry it in your right hand with the extra leash behind you. This will only allow the dog enough leash to walk beside you and not in front.
3) I'm a huge fan of Cesar Millan of the Geographic Channel's Dog Whisperer. His first season is out on DVD and I purchased his book "Cesar's Way." He is great with the dogs and his techniques are animal friendly. His motto: I rehabilitate dogs and I train humans. ((He's on to something...I promise!)

You don't say what kind of dog and leash you're using. Consistent training is key. The best way I've found is that as soon as the dog starts to move ahead of the heel position, I issue a verbal command that I use (like Cesar Millan's "shhh" sound) and re-state "heel". If they do not move back, I stop, re-position, state "heel", give 2 seconds for it to sink in, then step off with the leg next to the dog. It gives them warning of when to move.
Try this and see if it helps.

It takes time for the bahaviour to be learnt as your dog is young you'll probably find this one a tough one, what i did was i shortened the lead to an extent where he has to walk right beside me and he couldn't even put his head down may sound cruel it didn't hurt him though, but anyway he quickly caught on to what i was trying to get him to do.

Refresher training course, one that you both can attend. Depending on the dog, maybe re-establish your dominace, get a head halter or a pinch collar... but definately go to PetSmart (or some where similar) and talk to a trainer.
