Does the business still keep the payment (the transaction was already done) and/or just a flag or mark on their record by the credit card company. Does anything get flagged on our credit report? We have had some very bad luck with a photographer we worked with and considering this an option.

The credit card company will send a notice to the vendor, then the vendor has to send proof of the transaction (signed slip & the credit card had to be swiped in the machine) plus a copy of the invoice. If the vendor cannot prove the transaction then they will be charged back.

You can't just decide to cancel the credit card payment. You can however, file a dispute. The credit card company will on your behalf file a dispute and investigate the matter while the payment will be on hold. You have to have a reasonable claim to have the payment reversed. Just that you are not happy with the photo won't do unless they gave you 100% money back guarantee or something. There is no negative mark on your record even if you don't succeed.

If you used MasterCard or VISA, the photographer would have received the funds immediately. At this point you could dispute it through the credit card but you will have to prove that the service was not received. Typically in this type of situation, you would send them a dispute form (usually on the back of your cc statement), a copy of the contract and a letter explaining the situation including any attempts you made to resolve it with the photographer. If the cc company has dispute rights, they present the information to the photographer's bank and give him a chance to respond and show any documentation he has that the charge is valid.
