Ireland - just ask the Irish - he is often sighted as the an who 'ehnically cleansed' the population. Outlawed the catholic church, English, not gaelic was supposed to be the language, took the land away from the Catholic landed elite and gave power to the minority of protestants - thus changing the balance of the power in the country until the 1900's. Every very dark cloud has at least one silver lining - Dublin firmly became the capital of Ireland, culturally, intellectually, population size, ecomically and politically. The Irish often attribute the rise of Dublin to Charles II, but it was Cromwell.

Scotland effected a closer union with England which then effected the union of 1707. (positive or negitive depending on your point of view)

England - Cromwell re-established the Jewish community in England, tolerated most religions in England, even Catholics in England had got more freedom than they had since the reformation. He contributed to the muti-ethnic and religious UK we have today. The qu'ran was published in English for the first time. Other ideas which the him and his colleauges had were a NHS, state benifits for the disabled, - ideas that never took off but ideas which the victorians and the post war fans re-introduced. Education and Law reform etc... the abolition of the house of Lords also took place - these themes resurface in the UK agenda even now.

A professional army, the New Model, which became in many ways the forunner to the British army.

He has had an influence in our socitey, for good and ill - everyone is a paradox.

Ok well there are many people who have changed society! If you are looking for an answer to a school question then Shame on You!
But I think one of the greatest peace makers of all time was Gandi... Great Mind, Great Being, and Great changes to Asia!
Negative, um Hitler yeh... but uh what about George Bush JR. Yeh I would consider him historical and he's made many negative impacts on American and Global Societies.
