Depends upon the airline. Very small pets can fly in the passenger compartment if the carrier will fit under the seat in front of you. Otherwise they must go in the cargo hold. They cannot travel in your lap under any circumstances.
Not all airlines allow pets. Southwest is an example of one that doesn't.
