You don't say which department of the Home Office that is holdong your passport, nor the reason(s) they will have given you already for holding your passport (again you don't say if it's a UK passport or not). As such the best advice you could be given is: In the letter you will have received from the Home Office advising you that your passport is being held there will the contact details for department, section and person dealing with your passport (problem?). Now you have two choices (1) comply with what they are requesting (eg paperwork required, etc) (2) Request further information as to what you have to do to get your passport back.

First of all find out the reason of them withholding your passport. It may be a documentation error which may be easily sorted if you take the required documents to them. If it is the home office, rather than the passport agency that is withholding your passport, it may be difficult to get it back in time, or for a while as the reasons may be more serious. So a holiday in the U.K. would seem to be on the cards.

Go on holiday to the Channel Islands and have a great time! It is normally possible to get your passport back from the Home Office -- if they can find it -- but not always a good idea in terms of getting your application processed in timely fashion.

let say if you are intending to go to Turkey for holiday and now you can not go because you do not have your passport.
First you go to local police station and put on an Turkish broken english accent and claim political asylum.
The next day you tell them you have changed your mind and willing to return to Turkey.
Because the government is so obessed with reducing the number of asylum seekers in UK they will encourage you to return to your own country and will give you £3000 and buy you a air ticket to Turkey.
When you finished spending your £3000 in Turkey ,just walk into the British embassy in Turkey and tell them you have lost your passport and let's hope they will issue you with a emergency passport and buy you a return ticket to Britain.
Problem solved , cheer up pal.

There must be a reason. If its because they need further documentation from you, make an appointment and travel to the passport office so you can maybe get it same day.
