Most modern image software allows you to save in several formats including gif. Just change file type in the save as or pick it out in your export image if that is the sort of software u have . Unless of course, we are talking to different gifs all together.

You can either download the graphic/picture as an .gif file to begin with, or you can convert into .git format by using any Graphic Design Application. Example, Photoshop will allow you to convert any picture into a .gif file. Sample: I have a picture in
.jpg (or .tiff or .bmp) format.
I click on "save as" and choose the one with the .gif extention.
Likewise if you are trying to go for animated .gif with clear background, you will have to first convert it into Index colors, then export to .gif file, select the white(or whatever the background color is) and it will be removed from your .gif.
